The Strategy Manual is a permissions-tier instructional document. It does not add new permissions to the system. It teaches selection: which available operation belongs to the condition in front of the reader.
The manual sits downstream of the constitutional manuals and upstream of applied texts. It is intended for readers who already recognize the symbolic structure but need a practical method for choosing action.
